5. Measure time from signal to action
The entire point of detecting hidden problems early is to act on them before they become expensive. If your system can detect a pattern in week 2 but you only review it at the quarterly business review in week 13, the detection doesn't matter. Cross-team problems require operational cadences that match their detection speed.
